The Housing Authority of Lincoln County (HALC) is a public, not-for-profit community organization founded in 1944 providing housing assistance and classroom training to low income persons. The operations of HALC are overseen by a Board of Commissioners who is appointed by the Lincoln County Board of Commissioners. The HALC Board of Commissioners meets monthly on the second Tuesday of the month at the administrative offices, 1039 N. W. Nye Street, Newport, OR 97365. They are responsible for setting agency policy, program development and budget oversight. HALC administers an annual budget of approximately $8,700,000.
The day-to-day operations of the Housing Authority of Lincoln County (HALC) are overseen by the Executive Director and Assistant Director. They supervise a staff of sixteen (16).
HALC also owns and manages several affordable housing developments in Lincoln County that serve low-income persons with affordable housing. Emergency housing assistance is not available through HALC. Our housing inventory also has eleven barrier free accessible units, including two for the visually impaired. HALC’s owned Avery House, a five-bedroom house is leased to a service provider who operates the house for severely physically challenged individuals. Funding for HALC’s programs and operations is obtained from a variety of resources such as HUD, private investors and foundations, the State of Oregon and from rental fees.
